Open Question: APR for a diamond ring…?

If my boyfriend plans on buying a diamond engagement ring for about $4,000 and the APR is 24.99%, but something on the website also says “We will not charge you any interest on your purchase if you pay your entire balance by the due date each month.” how does this work? I thought the APR was interest.
